New Year brings new laws to help workers

New Year's Day brought new pro-worker state and local laws into effect, as past worker activism at those levels provided an alternative to gridlock and anti-worker attitudes in the GOP-run Congress in Washington.

And it wasn't just minimum wage laws, either. Data compiled by the National Partnership for Women and Families show a wide range of family-friendly and pro-worker legislation either took effect on New Year's Day or will take effect this year, on top of a host of new laws that began in 2015.

National Partnership Executive Director Debra Ness called 2015 a year filled with tremendous victories for America’s working families:

We expect the progress to continue, but our nation still has a long way to go to ensure that hardworking people aren’t left struggling when illness strikes or new children arrive, or because we have failed to eradicate pay and pregnancy discrimination. 

Not counting a carload of family-friendly laws that took effect last year, or state minimum wage hikes on Jan. 1, other state and local family-friendly laws that will start in 2016 included:

• Paid parental leave laws in Oregon (statewide), New York City (city workers), California (teachers), New Brunswick, N.J. (citywide), Seattle and King County public workers, all on Jan. 1, Tacoma (citywide, Feb. 1), Kansas City, Mo.(for city workers on May 1), Elizabeth, N.J. (March 2, citywide) and Montgomery County, Md. (countywide), on Oct. 1.
  
• California's paid sick leave law had its one-year anniversary on Jan. 1. It was the second such statewide law, and Massachusetts became the third on July 1, 2015. Many laws outlawing pregnancy discrimination took effect in a wide range of states last year.
  
• A strong equal pay law in California, the nation's most-populous state and home to one of every eight people in the U.S., took effect this Jan. 1.  Stronger statewide equal pay laws started in Oregon this Jan. 1 and will start in New York on Jan. 19. North Dakota’s stronger equal pay law started this past Aug. 1.
  
• With the GOP-run Congress refusing to strengthen the 53-year-old federal Equal Pay Act, California's legislature and Gov. Jerry Brown (D), backed by state unions, closed that law's loopholes -- at least in the Golden State.

While not in NPWF's chart, the Fight for 15 movement produced legislative and bargaining successes for low-wage workers in New York State and New York City, Massachusetts, Minnesota and elsewhere.

The union-backed movement campaigns for $15 an hour as a living wage and the right to unionize without employer harassment, intimidation, spying, firing and labor law-breaking. Some 42 percent of all U.S. workers earn less than $15 hourly, data shows.

Higher wages won't substantially raise prices

Many low-wage employers have been waging a war of fear against raising the minimum wage upwards of $15 an hour. They put out a message, for example, that a fast-food hamburger will now cost $10 and will make products unaffordable.

But a new New York Times piece shows that just isn't the case. Where some jurisdictions have raised their local minimum wage to levels approaching $15 themselves, several restaurant chains are reporting it hasn't caused them to dramatically increase prices. Representatives from Shake Shake, Domino's Pizza, Chipotle and Chili's said prices haven't gone up more than two percent.

As the Times' article states, inflation is not likely to run rampant if salaries are increased:

The last seven years have featured flat wages in inflation-adjusted terms, combined with rising corporate profit margins, two phenomena that aren’t completely unrelated. The behavior we’re seeing out of major restaurant chains may just be a sign that this is reversing, and that worker compensation will gain at the expense of corporate profits. If that’s the case, worker pay has some room to run before consumer price inflation is a real problem.

Workers' salaries should not be held hostage by obscene corporate profit margins. Hardworking Americans have been getting the short end of the stick for far too long. They only want to be able to earn a fair wage so they can support their families. But right now, that's a real struggle for many of them.

Despite what critics of a higher minimum wage might believe, the U.S. businesses will not be devastated by an increase in the salary floor -- even to $15 an hour. Instead, raising wages will improve the economy because it will give people more money in their pockets to spend. And that's good for everyone.

U.S. kids are watched by people in poverty

The availability of child care is often identified as essential to ensuring that more adults can enter the workforce. But in many places, the service is unaffordable for everyday Americans. And that includes those working in the field itself.

Some child care teachers are taking a stand for fair wages.

A report released by the Economic Policy Institute (EPI) this month found that the median hourly wage for child care workers is $10.31 a hour, nearly 40 percent lower than workers in other occupations. Most of the 1.2 million nearly-all female workers in the field don't receive health insurance or other benefits either.

Elise Gould, EPI's senior economist, said that leaves a lot of workers in the lurch:

While child care is a large expense, it's not because child care workers are overpaid. Despite the critical role they play in the economy, child care workers are some of the lowest-paid workers in the country. We need a bold solution to improve the working conditions of child care workers and make child care accessible at the same time.

As it stands, in 32 states and the District of Columbia, center-based infant care costs are equal to more than a third of a typical preschool worker's earnings. And in 21 states and D.C., non-preschool child care workers would have to spend over half of their annual earnings to pay for center-based infant care.

This is yet another example of the failing American economy. Child
care workers play a necessary role that benefits the entire U.S., but they don't make a wage themselves that allows them to provide for themselves or their families.

Lawmakers need to craft solutions that benefit workers. This nation needs to find a way to allow parents to pursue employment outside the home while paying people a fair wage to engage with our greatest resource -- out future generations.

Teamsters take a stand for fair pay, organizing workers

The Teamsters joined with thousands of truck drivers, valet attendants and low-wage workers across the country today in a day of action to raise awareness about the sorry state of wages and benefits for millions of everyday Americans on the job.

FedEx Freight employees, port truck drivers and fast food workers held protests from coast-to-coast. They are joined by Teamster valet attendants at the Hard Rock Hotel and Casino in Las Vegas, who are rallying tonight, and federal contract service workers in the nation’s capital on strike to call out employers who won’t pay fair wages and tamp down on workers organizing.

From Baltimore to Seattle, Teamsters stood outside more than 300 FedEx Freight terminals educating workers about the company's spending of $5.2 million over the past three years to cover the personal taxes of top executives as well hundreds of thousands of dollars to wage anti-worker campaigns. Meanwhile, workers there continue to have access to poor and expensive health benefits.

Teamster organizers said enough is enough:

FedEx Freight workers across the country have been building their power with the Teamsters' help for many months. Workers have committed to fighting for the long-haul to attain their true goal of a collective bargaining agreement with their employer. FedEx Freight workers want a voice and they want it in writing. Workers are overcoming their fear and the companies constant assault on organized labor. 

This workforce has built a very large core of committed individuals and continue to grow their pro-contract, pro-union, pro-Teamster ranks daily. They all understand that this is a marathon and not a sprint and are working diligently with their goal of memorializing their working lives in a written agreement with FedEx Freight!

Those efforts were repeated elsewhere. Port truck drivers and their Teamster supporters turned out in Los Angeles, New Jersey and Savannah, Ga. to raise awareness about wage theft and misclassification. These workers have been fighting to be recognized as full-time employees rather than contract workers.

The Teamsters have stood shoulder-to-shoulder in recent years with FedEx Freight workers and port truck drivers in an attempt to expand their voice in the workplace. That effort extends to valet attendants at several Las Vegas hotels as well as other disenfranchised workers across the nation.

The Labor Department’s own statistics prove why joining a union is important. The median union worker earns more than $200 a week more than a non-union one. That’s why the Teamsters have stressed the importance of labor membership in our recent “Let’s Get America Working!” campaign.
